History

Calatagan Tibang was formerly a part of Barrio Calatagan. The place was then abundant with thick green grasses, which was best for pasturing of carabaos and goats, as well as abound with tall coconut and fruit-bearing trees. It was also blessed with plain lands ideal for farming which is the main source of livelihood for most of its constituents.

Calatagan Tibang was situated in the lower portion of the Barangay, hence, it derived its name “TIBANG”.

It was during the time of the Barangay Captain Florentino Valeza that Calatagan Tibang was separated from its mother Barangay, Calatagan. As he was residing along the national road, attending to the needs his constituents in the northern part was a huge undertaking.

A group of residents composed of the Municipal Councilor Pelagio Arcilla as the head, with his members: Mr. Simeon Matienzo, Mr. Jose Valeza, Mr. Juan T. Borja, Mr. Severino Q. Tablizo Sr., Mr. Eugene B. Marquez, Mr. Jose D. San Andres Sr., Mr. Leonoro P. Manoguid Sr, Mr. Frisco Tablate, Mrs. Epifania R. Valeza and Mr. Pastor V. Sorreda initiated for the separation of Barangay Calatagan Tibang.

Then a petition was signed by the residents of “TIBANG” and submitted the same to the Municipal Mayor of Virac, Hon. Jorge S. Arcilla.

On June 15, 1972, by virtue of the Republic Act 3590, Calatagan Tibang was created as an independent Local Government Unit.

The first set of Barangay Officials who were appointed by the Hon. Mayor Jorge S. Arcilla are as follows: Punong Barangay Hon. Simeon Matienzo, Barangay Councilors: Hon. Lope Q. Tablizo Sr., Hon. Eugene B. Marquez, Hon. Pastor V. Sorreda, Hon. Jose D. San Andres, Hon. Frisco Tablate, Barangay Secretary Mr. Juan T. Borja, Barangay Treasurer Mr. Severino Q. Tablizo.

The first selected Punong Barangay was Hon. Lope Q. Tablizo Sr. He was followed by Hon. Leonoro P. Manoguid Sr., who ran for Municipal Councilor of Virac on May 1992 and was subsequently replaced by Hon. Eugenio B. Marquez who was the Sangguniang Barangay member with the highest garnered vote.

The third elected Punong Barangay was Hon. Mario M. Ubalde who served from 1996 to 2007. He was followed by Hon. Lope V. Tablizo Jr. who served from 2007 to 2010.

During the October 2010 election, re – electionist Punong Barangay Hon. Lope V. Tablizo and challenger Epifanio L. Linan tied after all the ballots were counted. Eventually, after the toss coin, Hon. Epifanio L. Linan was declared winner. Hon. Epifanio L. Linan won in his re – election bid last 2013 election and is now on his second term.

At present, the Local Government Unit of Barangay Calatagan Tibang is made up of the Punong Barangay and seven (7) Sangguniang Barangay members, with a Barangay Secretary and a Barangay Treasurer. Preserving the peace are twelve (12) Barangay Tanods, and fifteen (15) Lupong Tagapamayapa. Complementing are ten (10) Barangay Health Workers and three (3) Barangay Nutrition scholars. There are also eight (8) members comprising the Task Force on Youth and Sports Development.

Together with the other Barangay-based institutions as well as with the support of the national and other local government units, and with the full support and cooperation of the constituents, Barangay Calatagan Tibang will surely be able to attain its dreams and aspirations.

Calatagan Tibang celebrates its fiesta every August 14, 15 and 16 each year in honour of Patrons Our Lady of Assumptions and San Roque, a tie to its mother barangay, Calatagan Proper, which was never broken.
